Waste Minimization-What is Required
Generators subject to SB 14 must evaluate source reduction alternatives, set goals and document the results in a plan. The plan looks ahead to the future 4 years. Generators must also document their accomplishments for the last 4 years, i.e., compare previous reporting year to the current. This retrospective report, the Performance Report, should include discussions on recycling and treatment as well as source reduction. Facilities are also required to complete a Summary Progress Report. The current written Plan and Performance Report must be in place, and the Summary Progress report submitted to the DTSC by September 1, of the year following reporting year. (Sept 1 2007, 20011, 2015, etc)
Because this plan is required to look ahead to the next four years and the progress report is required to look at the pervious four years, DTSC expects a new plan developed each reporting year, and not an “update” of the previous plan. DTSC requires that new evaluation of process, waste, technology, etc. be documented to identify waste minimization techniques and potential each reporting year.
